Kiln On Demand is charged monthly based on the total number of active users for the month:

For Your Server
Kiln for your server gives you the same features that you get with Kiln on Demand. The difference is simply that you are responsible for installing and maintaining Kiln on your own hardware. Kiln currently supports:
- Windows 2003 and 2008 Server on x86 or x64 only
- SQL Server 2005, 2008, or Express 2008
- Microsoft IIS 6.0 and later
Kiln for your Server is licensed based on the total number of named users with currently active accounts (details).

You can mix and match any quantity of packages as needed, e.g. 25 users = (1 Twenty Pack plus a Five Pack) = $4793. You can buy additional licenses at any time and easily add them to your Kiln installation (details).
The Fog Creek Promise: If you’re not satisfied, for any reason, within 90 days you get a full refund, period, no questions asked. We don’t want your money if you’re not amazingly happy.
Maintenance Contracts
Maintenance contracts entitle you to all upgrades and unlimited tech support (details). Maintenance contracts are just $0.10 per user per day.

- For customers upgrading, upgrades are free, but you must have a valid maintenance contract. If your maintenance contract has expired, you can renew it by extending it from the expiration date to a year from the date of renewal, at our usual low price of $0.10 per user per day.
Student and Startup Edition
The Kiln Student and Startup Edition allows teams of one or two people to use a complete, full-featured version of Kiln, professionally hosted at our data center, at absolutely no cost. You don't have to provide a credit card, there's no advertising, and there's no catch. If you already have an account you can switch to the free two user limited account by going to the Settings->Your Kiln On Demand Account menu.
